Who pays council tax in a shared house, and are students exempt?Beta*

Students
Private renting in England since the Renters' Rights Act 2025, unless the question says otherwise. General information, not legal advice.

If everyone in the home is a full-time student, the home is exempt from council tax. Send the council your student certificates from the university. If some people aren't students, the bill may be reduced instead. In a house where rooms are let to separate people on separate contracts (an HMO), the landlord, not the tenants, is normally responsible for paying the council tax. If you all rent the whole house on one joint tenancy, the tenants are usually responsible together. If you get a bill or summons you think is wrong, contact the council straight away and explain your situation.
